- To participate in cotton improvement research by evaluating the quality of new strains evolved by agricultural scientists in India and giving them the necessary technological inputs to produce cotton meeting the quality requirements of the textile industry.
- To undertake basic and applied research in post harvest technology for improving quality of cotton fibres and finished products.
- To maintain an update of quality and performance of different varieties of cotton and by-products as well as other ligno-cellulosic materials.
- To undertake commercial testing of textile materials for the benefit of trade, industry and government agencies and provide consultancy services.
- To develop new technology for utilisation of cotton, cotton plant, agricultural and industrial processing waste and strive for commercial exploitation of such technologies.
- To function as a National Centre for evaluation and training in cotton technology and related areas
