Preamble
A Socio-economic-educational survey was carried out among the socio-culturally oppressed and economically exploited masses residing in the border districts of Bihar and West Bengal which was fallen in the tract of Chhotanagpur Plateau by a group of social activists belonging to tribals, dalits and indegenous communities under the leadership of Sri Malay Dewanji in the year 1978. The data of this area accumulated through survey were analysed in detail and it was felt the need of organising Liberal Association for Movement of People (LAMP) - an organisation to stand beside the toiling tribals and indigenous people specially of Chhotanagpur plateau so that an united struggle against their ageold bondage and oppression can be launched by the people's organisations of the tribal, dalit and other indigenous communities themselves.
Thus the Liberal Association for Movement of People(LAMP) was established and registered in 1979 and it selected the project area at Santhal Parganas and Singhbhum districts of presently Jharkhand state and Bankura, Purulia districts of West Bengal under the Chhotanagpur Plateau.
In course of LAMP's involvement with organising and implementation of different social education, social action, social reform, social development and social welfare programmes during last 23 years and in the light of its experiences it has identified the basic need for leadership development among the tribal and indegenous Dalit activists/ action groups/ cultural action groups/ Women's groups in different unorganised sectors for strengthening the movement of the tribals, dalits and other indigenous people for empowerment through formation of a network of their grass-root level action groups. Thus DISHARI is developed as a Women's Network of all the Women's Groups/Organisations related with the LAMP.
LAMP is now a member of FICE (International Federation of Educative Communities), which works through its Member Sections spread over in 26 countries. FICE was established under the auspices of UNESCO as far back as 1948, when UNICEF was yet to be born. Its objectives incude advancement of different forms of socialization of educative communities and promotion of alternative forms of education for the children and adolescents in difficulties. It is the only international organisation dealing with all questions concerning extra familiar education. It is also bound to the international rights for the child.
What is LAMP ?
LAMP is a non-profit making, non-political and secular voluntary social service organisation working for the sustainable development of the Socio-economically backward, culturally oppressed, politically under privileged and disadvantaged group of people of both rural and urban India.
The task of LAMP is easier said than done. Liberation of people of the kind that LAMP visualizes, calls for strength of mind, body and soul, and the precondition to this is to create a liberal social situation - a society that is egaliterian economically, socially, politically, culturally and also enviromentally.

Making of an egalitarian society for equitable development of people and environment with their active participation with full strength of mind, body and soul.

To empower people of weaker sections and their environment by undertaking all-round sustainable and equitable action programmes.
The general objectives of LAMP and DISHARI for undertaking different kinds of action programmes are :
To identify the root causes of various injustices inflicted on, under-developed situations and problems faced by the target groups and analysing their root causes through studies and researches in order to take necessary action against them.
To increase the level of awereness among the activists for organising struggles to establish Peoples' Action Groups,Women's Action Groups, Cooperatives and rights and duties of labourers in unorganised sectors.
To empower women of underpriviliged classes to attain self- respect in domestic and social matters and economic self-reliance through formation of their own organisations.
To promote comprehensive development of poor and deprived children, particularly shelterless children.
To empower tribals, dalits and other backward communities through comprehensive developmental actions.
To develop thrift savings and micro-credit programmes through self-help groups (SHGs) with special emphasis on women
To take action for the empowerment and sustainable development of the people of target group.
To develop scientific attitude and knowledge among the activists for organising struggle to abolish superstitions, abuses etc.
To develop leadership qualities, self-confidence, technical skills and decision-making power among the activists at both micro and macro level.
To develop solidarity among the people of reference groups.
STRATEGIES
To conduct study-cum-research on different socio-economic-cultural problems of the society.
To take fact-finding actions on different burning issues and incidents of the society and their documentation.
To create opportunities for upgradation of knowledge and skill and the level of awareness among the activists regarding legal provisions and Govt. facilities for the tribals, dalits, indegenous people, Women, OBC, Children etc. and their rights & duties as human beings.
To organise reorientation programme for both women and men of the target communities to change socio-cultural values for attaining the goal of a humane society based on justice.
To organise trainings, meetings, seminars and workshops on different Social issues, problems and its interpretation from time to time.
To organise training on leadership development and skill development on survey, planning, monitoring, evaluation and reporting.
To develop and strengthen grass-root level People's Action Groups (PAG), Women's Action Groups (WAG), Trade Unions (TU), Cooperatives and other group endeavours for increasing their bargaining power and struggles and to make these groups / organisations self dependent and self-reliant.
To take action for social education among the peolple of reference groups in the form of both formal and non-formal education to make them aware and to expedite the process of their participation in Social action.
To organise people for Social action in the forms of protests, deputations, demonstrations against injustices, atrocities etc. and availing basic amenities and opportunities from the state etc. with a view of strengthening people's struggles for empowerment.
To create opportunities for developing and strengthening Worker's Action groups, Cooperatives, Network of Women, Tribals, Dalits and other indigenous people and establishment of a just Society based on humane values.
To create opportunities for the people to become self-employed which ultimately will help them to become economically self-reliant.
To organise thrift savings and micro-credit programme through self-help groups of poor women.

DISHARI is the Women Resource Development Centre of LAMP (Liberal Association for Movement of People. The English translation of “DISHARI” is “collectedness of one’s mind for ascertaining what one should do”. With this view, DISHARI believes, “Empowerment of Women leads to empowerment of Society”. Its headquarters is at West Chowbaga in the south – eastern fringe of Calcutta, which is a slum area popularly known as the “dust bin” of Calcutta. Dr. H.P. Plischka, Consul General, Consulate of the Federal Republic of Germany, Calcutta laid the foundation stone of the DISHARI. It is a recognized project of the World Exposition, Germany-”EXPO 2000 – Hannover” (Expo Registration No. 0371).
In India women constitute the major socio-cultural and economically oppressed group and an equitable social order can never be established unless the equal rights for both women and the men are recognised in society, LAMP has adopted since its inception, various action programmes of comprehensive development of women in socalled backward communities. These include the spread of education, development of technical skill, women’s organisations, seminars on women’s rights and publication of books etc. LAMP l ays emphasis on adopting innovative actions for comprehensive development as well as empowerment of women with a holistic approach.
With this vision, our Women Resource Development Centre - DISHARI has been successfully undertaking holistic actions for Women’s empowerment, which has led to DISHARI’s selection as a model sustainable development project under “Humandkind” category, at EXPO 2000, Hannover, Germany, where an exhibition is now held from 1st June to 31st Ocotober, 2000, deputing its activities alongwith others.
With the assistance of the German Consulate, Calcutta,UNESCO Centrum – Nederland, UNESCO Klub, Kettwig, Germany,CEWC, United Kingdom and the Deutsche Kalkutta Gruppe, Germany and also thousands ordinary citizens of Calcutta construction of the Headquarters building of Dishari has been started. Up till now it has been raised to the first floor. The construction of the second floor has been taken up.
The building was formally inaugurated on the 16th March, 2000 A.D with the blessings of Dr. (Ms.) Anita Bose Pfaff, Professor of Economics, Auxburg University, Germany.
AREAS OF OPERATION of LAMP and DISHARI:
Since its inception, LAMP and DISHARI have been sucessful to spread its development tentacles in far flung areas in the states of West Bengal, Jharkhand(newly formed state), Orissa, and Delhi, and with a view to encompass more number of needy people. LAMP mainly has its activities in Kolkata Municipal Area, Bankura, Burdwan, 24-Pgs (S), Darjeeling, Midnapore and Purulia districts of West Bengal, in Singhbhum and Santhal Parganas of Jharkhand and Mayurbhanj district of Orissa. LAMP and DISHARI are also deeply involved among the commercial sex workers, shelterless people and slumdwellers especially their children living in the slums and shanties of Delhi and Kolkata cities.
LAMP and DISHARI also provide expertise, support services to the grassroot level people's action groups in West Bengal, Jharkhand, and Orissa States.
The identified major problems of the area,dealt by LAMP and DISHARI:
* Non-existence of plots of farming land in the hands of women, tribals, dalits and other indigenous people and the ownership of land is mostly concentrated in the hands of a small number of rich farmers.
* The agricultural labourers, mostly of tribal, dalit and other indegenous communities receive a deplorably low level of wages and remain unemployed for about 200 days in a year.
* The unorganised sector workers like rickshaw-pullers, contract labourers, rice and oil mill workers, bidi workers, agricultural labourers, day labourers, maid servents and artisans- mostly of weaker sections receive a deplorably low level of wages. They are as well deprived of all other benefits which the organised sector workers enjoy.
* The tribals, dalits and other indigenous people are compelled to mortgage their belongings, land, agricultural implements etc. to the money lenders, jotedars for arranging money to meet their essential requirements.
* The capital, economy and the ownership of major resources of the area are concentrated in the hands of a few persons who exploit the majority section of the society ruthlessly.
* Practices of Socio-cultural oppression in different forms by the "Brahmanyabadi" high caste jotdars, money lenders in rural sectors.
* Economic backwardness of the people stand as a stumbling block on the way to comprehensive development.
* Women are deprived of equal wages, equal status with their menfolk and thus they are inflicted with additional oppressions and exploitations.
* Devastation of natural forests leads to denudation of land that has multiplied the enviromental problem and severely disturbed the ecological balance of the area.
The main activities of DISHARI are :
Capacity Building of Women Social Activists, with a view to train them as to how they can help themselves and other underpriviledged women to re-asses their way of life, attitudes and values in the context of the changing circumstances. Training in Education, Mother and Child Care, Health Care, etc. are being imparted.
Training programmes are also being organised on Gender Justice specially on tribal women's rights, Community Health, Immunisation and Nutrition services. Ante-natal and Post natal Care, school organising and teaching methods, Reproductive Health and Sexually Transmitted Diseases and Self - Help Group formation on Thrift savings and Micro Credit Management.
Eminent and experienced health workers and social workers have been participating in these programmes as resource persons. Besides them, DISHARI has enlisted some well - known medical men, gynaecologists and University professors as its Advisers.
Training-cum-Production unit on diversified jute products has been going on quite successfully with the matching grant of National Centre for Jute Diversification under the Govt. of India. About 100 women have been trained and are now engaged in production of the footwears, different kinds of bags – all of jute. The products are marketed by LAMP. The target women have been able to raise their family income by about Rs. 3,000/- per annum.
DISHARI is happy to announce that during a period of about three years it has been able to form 95 Self Help Groups with about 3000 women members, who raised a total sum by Rs. 5.15 lakhs (approx) and advanced Rs. 8.4 lakhs (approx) as loans among them for carrying on small productive enterprises.
Its achievements also include these:
* 912 women activists of 95 Action Groups have been trained through Awareness Generation Camps.
* 432 women have been trained in leadership attainment.
* 306 women have been trained in legal education and human rights workshops.
* 1233 children and their mothers have been covered under preliminary education, health care and nutrition services.
* 1008 children have gone through immunisation programme.
* 423mothers have been benefited by Ante-natal and Post-natal services.
* 534 mothers/women have received education on general health, child care and Reproductive and Child Health.
* 441 children (including street children) have been given vocational training.
* 207 women have been trained in mushroom cultivation and 162 women in sewing and embroidery and 225 women trained in jute and leather handicrafts.
LAMP (Liberal Association for Movement of People) has become a member of the National Expert Committee on "Women in Agriculture", constituted by the ministry of agriculture, Govt. of India.
The future Plan of Action of DISHARI is :
To strengthen the ongoing programmes at its main Centre.
To develop more extensively women’s leadership and their empowerment through capacity building, for which it has been planned to raise a Corpus Fund of half a million US dollars.
We earnestly hope that philanthropic people, especially women’s organisations, from all corners of the world will come forward to contribute to the Corpus Fund. DISHARI believes that empowerment of women leads to the development of the society and ultimately to socio-economic upliftment of the entire nation, in which women have to play a leading role.

LAMP BANK for Women-Thrift Savings and Micro-Credit:
The normal banking system in India is yet to develop an effentive credit infrastructure for the rural women,sepecially those belonging to socio -economically backward classes. These poor and illiterate women fail to meet the official formalities of the banks or financial institution. Often the banks charge a high amount of security deposit ,margin money and provide the creditors with complex and absurd conditions in repayment of loan. In an attempt to overcome these hurdles women fall easy prey to the midlemen who sucks out the little resources these women have . Lack of skill upgradation teaining and future planning have debarred these women from approachjing the banks. For the banks , on the other hand , lack of proper monitoring on the utilization of the loan amount leads to misuse of money by the male members of the creditor's family which consequently results in low repayment. Closure of credit schemes for the rural women is no novel thing in Indian banking scenario.
To the women, among whom DISHARI works, bank credit is neither available, nor popular for the above reasons.Women are rather afraid of banks and would prefer to go to local Mahajans (money lenders) in crisis, in spite of their high rate of interests. However, in various profit areas women are engaged in different tyoes of paying jobs, such as fishing,day labour ,food and vegetable vending, running of grocery shops or tea stalls, pottery, manual husking, bidi (country cigerette) binding, tailoring and embroidery etc. , the earning from which is often spent in meeting everyday family needs . Those who only do the household chores cannot engage themselves in any productive job as they have no capital to start with. In spite of hard labour , poverty remains a perennial fact in their lives.
However, there are some more entreprenureal women who really want to start some business with the informal skills they have , but here also, lack of professional training stands as a hurdle between bank credit and them . Banks or financial institutes normally do not encourage any unskilled trade financing.And if group financing is a bit easier,individual financing is a hard thing for poor rural women.
Therefore, these are needs of both training and credit facilities at the reach of these women. DISHARI identified these needs at the very early hour while became involved with these women's empowerment process. One of the priority items in DISHARI's women's group action is the formatkion of self-help groups which will intiate and encourage small savings and micro-credit among them. Side by side, it arranged skill training on trades according to the women's groups choice . Thus various trainings on Dairy, Piggery, Poultry, Mushroom cultivation, Nursery raising of medicinal plants and herbs, jute handicrafts making etc. were imparted ,to the rural women.
Now,DISHARI's target is to organise these informal groups so far developed by it into a more formal, and effective way. Involving five poor homogeneous women in skill and capability a small Self Help Group (SHG) is formed.Four or five such SHGs will join to envolve into a Centre. SHGs are then given training on different aspects of thrift, savings and micro-credit by defining group dynamics and building rules which provide the groups with a sound basis . The following Twenty Decisions are at the core of all these rules which the group members always strive to promote.
# The Twenty Decisions #
* We shall follow and strengthen the six princilples of LAMP Bank-Honesty, Discipline, Unity, Courage, Hard Work and Humanity - in all walks of our life.
* Prosperity we shall bring to our families and village.
* We shall be proud to do physical labour and shall encourage all to undertake physical labour along with intellectual labour.
* We shall not believe in Caste system or any kind of social discrimination based on caste, religion,race or creed.
* We shall treat our girl children as equal to the boy .We shall promote sisterhood based on gender equality and justice in all walks of our lives.
* We shall grow vegetables all the year round. We shall eat plenty of them and sell the surplus.
* We shall protect forests and during the plantation seasons.
* We shall plant as many seedlings as possible .Moreover, we shall take action against environment degradation.
* We shall plan to keep our families small in order to take care of our children better. We shall also look after our own health for betterment of our families.
* We shall be literate and shall acquire new technical skills.
* We shall educate both our boy and girl children and shall keep them clean. We shall also earn more to pay for their education.
* We shall always undertake community health activities to keep all of us healthy. We shall work against smoking, alcoholism, drug abuses, Aids and all communicable diseases.We shall build and use sanitary latrines.
* We shall not live in dilapidated houses.We shall repair our houses and work towards constructing new houses with somkeless improved chullah at the earliest.
* We shall not believe in any kind of superstition and shall develop scientific awareness. We will practise creative cultural action for developing a healthy society.
* We shall maintain tube-wells and drinking wells in our village and shall take safe drinking water.
* We shall not take any dowry at our son's wedding.Neither shall we give any dowry at our daughter's wedding .We shall keep our centre free from the curse of dowry and shall not practice child marriage .
* We shall not inflict any injustice on anyone, neither shall we allow anyone to do so.
* We shall collectively undertake bigger investments for higher incomes.
* We shall always be ready to help each other. If any one is in difficulty, we shall help him or her.
* If we come to know of any breach of discipline in any Centre , we shall all go there and help restore discipline.
* We shall introduce physical exercise in all our centres. We shall take part in all social activities collectively.
VOCATIONAL TRAINING FACILITIES PROVIDED BY DISHARI TO SCHEDULED CASTE, SCHEDULED TRIBES, AND OTHER BACKWARD COMMUNITY STUDENTS, WOMEN OF RURAL AND SLUM AREAS
COMPUTER TRAINING:
In the headquarters of Bankura District a computer training centre has been setup by LAMP in its own land & building at Pratapbagan . 60 unemployed and college students of low income families are the prospective beneficiaries each year.
Another Computer Training Centre has been runing at Khatra in Bankura District. Each year 50 students of low income tribal and scheduled caste families get training here.
At the Resource Development Centre for DISHARE distressed Women and Street Children at West Chowbaga, Tiljala, Calcutta, a computer training centre has been setup by LAMP in couaboration with the Chowbaga High School. This year 80 students of slum areas will get training facilities at this centre.
RADIO & T.V. REPAIRING:
Each year 60 elder group students (12-16 years) of 8 Street Children Centres of LAMP in Calcutta, slum areas get training facilities.
MUSHROOM CULTIVATION:
200 low-income tribal and scheduled caste women in Bankura district have become self-sufficient after receving training from LAMP's Mushroom Cultivation Training Programme during 1998-2000.
MEDICINAL PLANTS CULTIVATION:
300 tribal women in Bankura and Purulia districts would be in a position to raise additional family income through medicinal plants cultivation after they have recevied the ongoing training from LAMP's Medicinal Plants Cultivation Training Programme.

JUTE HANDICRAFTS:
100 low income group women of slum areas in Calcutta successfully completed training on diversified jute handicrafts and had become self-employed.
COMPREHENSIVE HEALTH CARE PROGRAMMES

Reproductive & Child Health(RCH) Programme:
Under the RCH Programme the following services have been successfully introduced and implemented by LAMP in its project areas:
a) Anti-natal care;
b) Post-natal and infant care;
c) Safe delivery & Traditional Birth Attendants (DDAI'S) Training at all levels,
d) Gynaecological health problems and care ;
e) A safe-sex life and fear-free of disease;
f) Special attention on sex education, treatment of STD's, Contraception and pregnancy termination services;
g) Access to safe, affordable and acceptable methods of family planning;
h) Information service on RCH;
i) Husband-wife communication about family planning and contraceptive use.
Project Areas: Burdwan, Bankura and 24 Parganas South districts.
No. of beneficiaries: 10,000 persons.
STD/HIV/AIDS Intervention Programme:
In 2 red light areas in Calcutta and 2 red light areas at Canning town and Ghutiari Sharif, District 24 Parganas (South) 1500 Commercial Sex Workers(CSW) have been identified and covered under the programme. Above 200 STD patients among the target CSW's have been treated.
After detection of 4 cases of HIV(positive) LAMP has strengthened the awareness and motivational programmes for safer sex and promotion of use of condoms.
CANCER Control Programme:
30 nos. of awareness camps on preventive measures of cancer control have been organised by LAMP. About 26000 rural and slum people have been covered under the awareness programme. 4 nos. of cancer detection camps have also been organised in collaboration with Chittaranjan National Cancer Institute(CNCI). With the assistance of CNCI a CERVICAL CANCER screening clinic of LAMP had also been run at West Chowbaga, Calcutta.
TUBERCULOSIS Detection and Treatment:
Tuberculosis is also a common disease in the project areas of LAMP. So, LAMP has been arranged a diagnostic and referral service facilities like DOT method of T.B. and other infections diseases to the affected people. Till today, a number of 522 people have been benefitted from this programme.
MALARIA Detection, Treatment & Awareness:
Malaria is also a common disease in the project areas of LAMP. So, LAMP has been taken initiative for proper diagnosis, treatment and awareness about the said disease. In this respect, LAMP is regularly organising awareness camps in all its targeted areas.

International Recognition of LAMP
Fice (Internation Fedaration of Educative Communities),having its headquarters in Paris, is a world-wide organisation created under the auspices of UNESCO as far back as 1948, when UNCEF was yet to be born.Its objectives include advancement of different forms of education for the children and adolescents in difficulties . It is the only international organisation dealing with all questions concerning extra familiar education . It is also bound to the international rights for the child. Today FICE works through its member sections spread over in 26 countries LAMP has become a member of FICE representing India.
The International Selection Committe of EXPO -2000,Hannover, Germany, selected " Women Resource Centre" (DISHARI) of LAMP as a sustainable development practice out of 513 project proposals selected throughout the world. DISHARI has been classified under "Human Kind" group of organisations. It is committed to all -round socio-economic development activities that lead to women's empowerment-hence stregthening women's network through. "Development Communication " and extension support services. DISHARI's registration no. in EXPO-2000 was "0371".
