PROJECTS MANAGED / UNDERTAKEN

During last 26 years I have successfully undertaken numerous Consultancy and Advisory assignments. Gist of the main projects managed by me is given below:

On-line and Distance Education System Design & Development Projects

H     Distance Education Institution: Needs, system Design and Prospects - A Project for Establishment of the First On-line 'Corporate University' in India for offering Continuing Distance Education Programs (1999) .  

The consultancy project undertaken for Himachal Futuristic Communications Ltd (HFCL), an international multi-crore communication company, to provide need-based justification, planning and organisational set-up to establish a professional distance education system (budgeted target Rs. 15 crore) to meet the requirements of million of adult learners for continuing education and professional 'on-line' educational programmes. The assignment included project report for establishment of an international institution at New Delhi by HFCL as a 'Corporate University'. The report submitted in December, 1999

H     Evaluation of Student Support Services and Regional Services at National Level of Indira Gandhi National Open University (1998)  

The consultancy project undertaken by me involved evaluation of the Student Support Services and Regional Services at national level of Indira Gandhi National Open University. It was aimed at evaluating the policy, operational and structural performance during the past decade of operations of the OU in order to suggest improvements in these areas depending on the findings and recommendations of the study. The study covered six states representing all regions. The report submitted in November-December 1998.

H     Indira Gandhi National Open University (IGNOU) Project (ODA/GOI)  

A project of ODA assistance in helping IGNOU to implement their development plans in the areas of Academic Course development, Computerisation, Communication division and Regional Services outreach system through consultancies equipments, software and UK training/visits. In the 1988-91 phase costing Pound 4.34 million over 3 years I was involved in planning and developing and costing of the programmes. As the Project Manager I was directly responsible for management of this phase by British Council. Subsequently functioned as the founder Project Controller (Director) with IGNOU and planned, developed and implemented the IGNOU Project Control System at national level for monitoring, planning and coordination of its activities.

International and Bilateral Educational Projects

H     Evaluation of ILO & UNFPA assisted Population Education Project in India .  

The project was undertaken by me as the Project Manager and involved evaluation of the ILO and UNFPA Project of implementation of Population Education in ITIs in India. It was undertaken to evaluate the 1st phase in order to plan for the next phase depending on the findings and recommendations of the study. The report submitted in December 1991

H     Andhra Pradesh Primary Education Project (ODA / Govt. of India / Govt. of Andhra Pradesh)  

This is a project to bring about improvement in the teaching through developing proper curriculum and using proper display and child-centred teaching material, using the environment. This project also includes construction of primary school buildings in A.P., training of trainers and teachers in U.K. I was responsible for drawing up and implementation of the Bridging Programme (1987-88) and for preparing the project proposal for the next phase costing Pound 26 million.

H     EMRC, Pune Project .  

This was an institutional development project aimed developing the EMRC Pune. I was involved in its central co-ordination and monitoring as the project incharge at British Council, N. Delhi

International Collaborative Educational Projects

H     Collaborative MPH Programme through Distance Learning at IIMHR, Jaipur with University of North Carolina, USA  

Under this project collaborative programme for offering Master in Public Health (MPH) has been developed for the health professionals from third world countries. The collaboration was planned, developed and initiated between University of North Carolina, USA and IIHMR, India by me as the Project Director at IIHMR. This programme aided by USAID, Washington was implemented in 1993.

H     Planning, Development and Implementation Of collaborative PG level Distance Education Programmes with IGNOU and Delhi University for expatriates in the Sultanate of Oman  

As Adviser to the Board of Directors and the Permanent Secretary my responsibility included developing alternative means of education for UG and PG level studies for the expatriates. Therefore, facilities and mechanisms for offering distance education programmes in collaboration with IGNOU and Delhi University were planned, developed and implemented during 1995-97 by me as the educational consultant.

H     All India CLASS Micro-computer Project  

This was aimed at introduction of Computers in Schools as a subject. I was involved in the monitoring and evaluation of the project as the Project Officer.

Institutional and Organisational Development Projects

H     Development of The Centre For Management Education, AIMA for implementing P. G. Programmes in Management thro' Distance Education .  

The project involved organisational planning, developing and retraining of staff for the Post-Graduate level Distance Education Programmes planned to be implemented through Centre for management Education by All India Management Association. The consultancy assignment included planning and developing the organisation and training of staff in planning, designing and implementing the PG level Programmes; plan and implement collaborative programmes with UK and Australian Universities. The consultancy rendered in Aug. '93 to March ' 94

H     Organisational Planning And Establishment of The Directorate Of Distance Education, M. D. University, Rohtak  

This project lead to the establishment of the Directorate of Distance Education under M.D. University set up. The Directorate offered various in-service and technical programmes/ courses through Distance Education at the University level leading to professional Degree or Diploma. I am the founder Director of the Directorate having worked from January 1991 to April 1992.

H     Project for establishment of R. D. Institute of Advanced Studies affiliated with GGS Indraprastha University, Delhi (1998-2001)  

This assignment involved planning and establishment of Rukmini Devi Institute of Advanced Studies, Delhi and getting affiliated with GGS Indraprastha University, Delhi. In the first phase (98-99) 2-year full-time MBA programme has been implemented and in 2000 planning and preparation for MCA was undertaken. In Sept., 2001 the approval for MCA in the session 2001-02 has been granted. To facilitate project impleme-ntation also functioned as the Director General till Sept., 2001 (project cost Rs. 12 crore)..

H     Establishment and Implementation of the Central Controlling Authority & MIS for Academic, Financial and Administrative Control of the Indian Educational Institutions in Oman and its expansion.  

As the Adviser to the Board of Directors, Indian Schools in the Sultanate of Oman I was responsible for planning and developing the centralised control and monitoring system for academic, financial and manpower recruitment and development of the educational institutions under the control of the newly established Board. There are 14 institutions upto +2 level with 18000 students and 800 staff on roll spread over the Gulf country.

Internationally Funded Developmental and Training Projects

H     NORAD Project of Training interventions for AIHPPP, Rajasthan  

This is a training intervention project to improve the AIHPPP through training in Management and training of trainers for training in safe motherhood and child survival. The project (1990-93) undertaken as the Training Co-ordinator and Adviser covered whole of Rajasthan state at sub-district level

H     ODA assisted ADP Project (Health & Family Welfare), Orissa  

A consultancy project of IIHMR with ODA/BCD and Govt. Of Orissa. As the incharge of the project I was responsible for planning for the ADP Phase II (1990-93) implementation and training needs assessment for Project Management. Advise on the Management Training for the project in Phase II. (November 1990 to June 1991).

Distance Learning Program / Course Development Projects

H     Planning, Development and Implementation of M.Ed. through Distance Education at D.D.E., M. D. University, Rohtak .  

As the Director and the Chairman of the Programme Development Committee I was responsible for planning and developing the first M.Ed. Programme offered through Distance Education in India and implemented the programme for the session 1992-93. There were 5,000 enrolment for the M.Ed. Through Distance Education Programme.

H     Planning, Development and Implementation of B.Ed. for In-service Teachers through Distance Education  

This project involved planning and developing the first B.Ed. Programme for the in-service teachers offered through Distance Education and implemented the programme in 1991.

Testing and Related Institutional Development Projects

H     Planning and Implementation of the National Level Management Aptitude Testing for entry to MBA level courses in Management Institutes / Universities in India.  

Under this project I was responsible for planning, developing and implementing the MAT tests on the line of GMAT (USA) for entry to about 36 MBA programmes offered by the management Institutes and Universities in India. The first All-India MAT was held in May 1993. This consultancy was for AIMATS, New Delhi ( September '92 to May '93)

H     Planning and Development of Aptitude Testing Services (ATS) for holding Entrance Tests for Universities and Professional Courses, Aptitude Testing for different target groups and specialised recruitment testing.  

This project involved organisational and operational planning and developing of ATS for conducting entrance tests for universities and professional courses, aptitude testing for different target groups and specialised recruitment testing. Subsequently continued to act as the consultant for specific testing assignments and adviser for operational matters. (1993-98)

H     Development and content analysis for indiaexam.com  

The assignment involved advising and provide market feedback on development and contents of the testing site indiaexams.com intended to be on-line in 2001. The site is expected to cater to the needs of various testing preparation like GMAT, SAT, TOEFL etc. and also provide on-line testing facility for various target groups.

Turn-key Projects of Establishing Institutions, Schools etc.

H     Project for establishment of high-cost Kindergartens School for SPM Educational Society (October 2000)  

The assignment involved planning, implementing the project for establishment of a high-cost modern technique based Kindergartens School in Delhi by for SPM Educational Society. The turn-key project costing more than Rs. 4 crore is a consultancy project involving from preparing the project report to operationalise the school on consultancy basis. Earlier (1992) I had also undertaken the project of planning and establishment of Rukmini Devi Senior Secondary School (affiliated with CBSE) in Delhi (project cost Rs. 12 crore) Other school projects undertaken include Rockwood School, G. P. School, Campus School beside KDH Schools in Kenya and Indian Schools in Oman .

H     Establishment of Educational institutions: Schools, Management Institutes, Professional Education Centres etc.  

Other Institutional and Developmental Projects undertaken include planning, developing and implementing the establishment of educational institutions (school, college and training institutions) for government / semi-government /NGOs / private / NRI organisations in India, Kenya, UAE and Oman.Some of the institutions established under my consultancy projects are Rukmini Devi Senior Secondary School (N. Delhi), R.D. Institute of Management Studies (N. Delhi), Academy of Management Studies (N. Delhi), Three Indian schools in Oman, Lake Naivasha SS School (Naivasha, Kenya), Kisumu Boys High School (Kisumu-Kenya) and eleven other institutions in India, Kenya, Oman and UAE .

Content Development Projects

H     On-line and Distance Learning Content Development Projects  

  • B.Ed. through distance learning for in-service teachers :
    As the Dean and Director, Directorate of Distance Education, MD University and Chairman, Programme Development Committee planned, designed and implemented the B.Ed. course for in-service teachers. The course, delivered through distance learning mode with a component of f2f teaching was offered at national level for in-service teachers in 1990.
  • M.Ed. through distance learning for teachers and educators:
    The first M.Ed./ through distance learning in India was plan, developed and implemented by me as the Dean and Director, Directorate of Distance Education, MD University and Chairman, Programme Development Committee. The content development and material development was my responsibility. The course was offered at national level for in-service teachers in 1991.
  • Collaborative M.P.H. programme of University of North Carolina (UNC), USA and IIHMR, Jaipur
    Masters in Public Health (MPH) programme of University of North Carolina (UNC), USA was adapted and developed for professional medical doctors and offered as a collaborative programme by Indian Institute of Health management Research (IIHMR), Jaipur and UNC. Being the Director of the project and Head, Distance Education Projects at IIHMR was responsible for designing and collaborative content development, delivery in India.
  • Post graduate Diploma in Hospital Management of IIHMR, Jaipur
    The curriculum designing and course implementation monitoring for the Post graduate Diploma in Hospital Management of IIHMR, Jaipur was undertaken by me and the content development for a revised version, based on similar programmes offered in US (Tulane University and UNC) was undertaken again.
  • Distance Learning programmes in Management and Distance Education at IGNOU
    As the Project Controller, Indira Gandhi National Open University (IGNOU) was responsible course planning and implementation scheduling for contents and modules as well monitoring of programme delivery at national level of the courses offered by Indira Gandhi National Open University. Also have been member of various course committees and undertaken course writing and development tasks for multi-media self-study course material for post-graduate diploma programmes in management, distance education and education.
  • Projects Management Course for Project-managers and NGO workers
    The course designing and content development for this short-term distance learning and campus-based course also offered as a certificate course was undertaken by me. This module was also offered as a part of the PG Diploma programme.
  • On-line distance learning programmes for professionals and technical personnel
    Undertook the course designing and content development for various short-term distance learning and on-line courses (numbering more than twenty) for engineering, technical, skill upgradation and personal development to be offered as certificate and diploma courses by the India's first 'Corporate University" project of the Indian MNC, Himachal Futuristic Ltd. (HFCL) as a turn-key consultancy project. The target groups for whom these courses were planned and content designed are: adult learners, working professionals, technicians and drop-outs of the formal system. The project assignment also involved system design and planning for delivery of on-line multi-media content and need-based content up-gradation, on-line evaluation and testing using VSAT, internet and other on-line delivery technologies.
  • Computer Studies Course for secondary school classes: IV to IX
    The course structure and content development work for the Computer Studies Course for secondary school classes: IV to X for CBSE schools in Oman was undertaken by me as the Adviser and Educational Consultant to the Board of Indian Schools in Oman. The course contents, teaching material and evaluation system was developed and implemented by me.
  • Content development for various IT courses
    As the Director of RD Infotech, New Delhi I was responsible for planning, designing and content development for various IT courses (certificate and PG Diplomas for duration three months to one year) in software, IT and computer training including specialized courses for teachers, professional users of IT.
  • Content development for other professional and skill-upgradation courses in management, education, distance education, IT and computers, distance education and projects management etc.
    Recently have undertaken a number of content designing and development consultancy assignments for reputed course providers like Centre of Management Education (CME), AIMA, Indira Gandhi National Open University (IGNOU), Indian School of Petroleum, HFCL, Aptitude Testing Services (ATS), e-gurucool.com, indiaexams.com, etc..

H     OD and Training Projects  

A number of other training related projects undertaken for AIMA, CME, Universities, Educational Trusts, IIHMR and other Indian and foreign organisations/ institutions since 1987. The assignments undertaken successfully pertain to:
